EFF Gauteng welcomes inclusion of 9 NPOs in revised budget

The Economic Freedom Fighters (EFF) in Gauteng have expressed their strong support for the Gauteng Provincial Government’s recent decision to adjust the 2023/24 budget, ensuring funding for nine additional non-profit organisations (NPOs) that were previously excluded. This announcement, made by MEC for Finance and Economic Development, Lebogang Maile, marks a significant shift in the province’s approach to supporting NPOs, which are key to addressing several socio-economic challenges in the province.

Inclusion of previously unfunded NPOs

MEC Lebogang Maile announced that the budget adjustment includes an allocation of R2.131 billion to NPOs, which represents a 13% increase to accommodate new applicants. This adjustment ensures that NPOs, which play a crucial role in Gauteng’s socio-economic landscape, can continue their vital work. Maile emphasised the importance of NPOs, stating: “Healthy communities are the foundation of strong economies. NPOs provide a wide range of services, from livelihood interventions to education, creating environments and skills development that strengthen the provincial economy.”

EFF Response and Support

The EFF welcomed this budget adjustment and recognised the crucial role of NPOs, especially in a struggling economy plagued by social ills. In their statement, the EFF emphasised: “We welcome the adjustment of the budgets to include these 9 NPOs as NPOs are a vital part of society, especially in the context of a struggling economy plagued by social ills.”

Research and Compliance Matters

Despite the positive developments, compliance issues have posed a challenge for some NPOs. Maile announced that 13 NPOs are currently under investigation for non-compliance, six of which have been declared untraceable and subsequently closed. He assured that if compliance issues are resolved, payments would be made promptly. “The outcome of the investigation will determine the next steps in terms of payments. If compliance issues are resolved, payments will be made,” Maile said.

Impact of the previous management on NPOs

The treatment of NPOs under the previous government was a point of contention. Many NPOs faced serious problems, including budget cuts that hampered their ability to provide essential services. NGOs specialising in restorative justice and working with older people were particularly affected, with funding delays or outright denials. The EFF criticised the previous government for its handling of NPO funding, including exclusion based on unclear government objectives and mandates.

Court intervention and government response

Earlier this year, NPOs took the Department of Social Development to court over funding delays and budget cuts. The Johannesburg High Court ordered the department to finalize funding applications and issue service level agreements expeditiously. MEC of Social Development Faith Mazibuko acknowledged the strained relationship between government and NPOs and pledged to improve it. “The work of NPOs is critical to government’s efforts to deliver social justice to vulnerable members of society,” she said.

EFF’s continued commitment

The EFF in Gauteng reiterated its commitment to ensuring that vulnerable members of society receive the care and services they deserve. They also expressed support for the government’s decision to explore three-year contracts with NPOs, which would allow for long-term planning and job security for workers within these organisations. “We, the Economic Freedom Fighters in the provincial legislature, will be keeping a close eye on these government promises,” the EFF said.
